Francis North is a Lieutenant General in the United States Air Force and the deputy commander of USSPACECOM.

He is Victor Anderson’s superior.

 

As soon as he got word of Ben’s unexpected return, he called Victor and ordered him to hand Ben over. He expressed little concern for Ben’s mental and physical

well-being nor what Victor thought of the idea.

 

When he heard that Ben 'escaped', he traveled all the way to Victor’s base and confronted him personally. He firmly believed that Victor was lying to him - something which suggests a less than friendly relationship between the two - so he threatened him, saying Victor has no idea who he’s dealing with. As immediate punishment he grounded Victor (suspended him from being able to travel off-world) for an unknown amount of time.
